He has ties to Bradley, he made the switch to FS in Philly pretty successfully, and he thinks he'll be making a change.
How much of an upgrade does he represent?

Yep. I'll take just about anyone who has shown the ability to play decent football in the secondary at this point.
If my aggressive moves to sign Gipson fall apart, I wouldn't be opposed to it.

Walter Thurmond is a good player for the most part when he's relatively healthy. The primary concern with Thurmond is his injury history. That much more if he's used at FS over the long haul, especially considering his below average size for the position. The team that signs Thurmond needs a viable contingency plan in case Thurmond goes down again.

I agree. If Thurmond is indeed signed - I'd prefer to see (at least) a third round FS prospect signed, though it may be that Caldwell thinks that having James Sample and Josh Evans on the roster is enough of a contingency.
While there are better scenarios out there for the Jags in addressing the position, I could see Thurmond plus a mid-to-late-round draft pick being the way they address it. Especially if they spend big dollars on the pass rush. While Thurmond won't be cheap, he'll be cheaper than the top tier sack artists.

My gut feeling at this time is Dave Caldwell's top 2 positions he wants to upgrade if everything is equal are FS and adding an edge rusher to the Jags mix. Knowing how important Earl Thomas is to the Seahawks Defense, Caldwell and Gus Bradley probably want to add the closest option possible to Thomas. As a result, once it's known which players are available on the open market, Caldwell likely will be aggressive in Free Agency at FS unless he realistic believes that there will be a viable option with the pick # 5 Draft Resource.
One of the questions that jump out is how will Caldwell and Bradley rate Walt Thurmond once their evaluations are complete. Even with Thurmond's background with Gus Bradley, there's a good chance that there will be at least one UFA FS that the Jaguars rate higher than Thurmond. Considering the stakes for Caldwell and Bradley in 2016 and the Jags having a tremendous salary cap situation, I would be surprised if the team's FS situation doesn't look much better in the coming months than it does currently.

will target a FA at FS that they rate higher than Thurmond (seems they'll have the money) - but should that scenario turn out like the McCourty offer last year, Thurmond may be a much better consolation prize than Sergio Brown.

Everything you mentioned could easily play itself out this way. A huge key though for the Jags is being aggressive with the top 1 or 2 FS targets in FA. Dave Caldwell needs a conclusion much sooner than later, as Walt Thurmond might not last on the open market beyond 24 to 48 hours after the FA period begins.
I have some uncertainty about how they'll address the position because they took so long to really confront it, but given the Sample signing and the hard run at McCourty last year, I have some hope they'll use similar aggressive tactics again.
If the free agents they rate above Thurmond either get tagged or sign elsewhere.... maybe Thurmond can be a quality patch.

This, if we cant get one of the top FS in FA I would be more than happy with Thurmond. Definitely an upgrade for what we have now.
