Free agent signings never get me hyped anymore. I hope we draft a guy that can man that OTTO spot. If they feel Fowler can be the LEO, then they need to add a good pass rusher on the other side.
However, just like Caldwell was last year, the Jaguars will be very active in free agency again.

Anthony Barr for Minnesota comes to mind, Danny Trevathan for Denver, Jamie Collins for New England, Malcolm Smith for Oakland, the Seattle LB, clay Mathews for green bay and Ryan shazier for Pittsburgh those are some guys who would be good otto fits. Only one plausibly available,danny trevathan

Trevathan won't go anywhere. Cutting Manning will free up tons of cap room for Denver.

Yeah, as soon as Kubiak was hired, the local press in Denver started questioning how long it would take for (1.) Osweiler to take the starting job and (2.) Manning to be released. Everyone recognized instantly that Osweiler was a better fit for Kubiak's offense than Peyton could ever be, and there was a lot of "anonymous source" Twitter spitballing during the offseason that Manning was going into his last year in Denver whether he retired or not, and that Osweiler could find himself starting before the end of the year. Seems like both things are going to happen at this point. So, yeah, in all likelihood, Trevathan will not be a free agent. Nor will Von Miller, nor will Malik Jackson, nor will anyone else that the message board wants us to sign.

probably not. Osweiler is an unrestricted free agent this offseason with no fifth-year option on his deal, and there's one scenario in which that would throw a wrench in things: the franchise tag. The 2016 QB tag is expected to be $25M-ish. It goes without saying that if they tag Osweiler, Manning is unquestionably gone (unless they want 2 players eating up 30% of their cap), but Osweiler's tag plus Manning's dead money would add up to $27M-ish spent on the QB position. If Manning is kept and Osweiler leaves, the cap hit is actually lower by several million dollars. In short, if the Broncos and Osweiler are unable to come to agreement on an extension and the Broncos put a franchise tag on him, they'll actually spend more at QB than they would with Manning.
That's not likely, though. Osweiler's a hard one to put a firm value on because he's been around for a few years, but has little tape to go on. What's most likely, imo and based upon those "anonymous sources" earlier this year when Manning's struggles were already apparent, is that Osweiler and the team agree on a deal. If Osweiler and the team can't come to an agreement, the Broncos would probably cut Manning, take the compensatory pick from Osweiler's departure and draft a QB early for Kubiak to build around.
One of the things that really stuck with me after Kubiak's hiring was something that Woody Paige said on a local newscast: "Gary Kubiak wasn't hired to coach Peyton Manning. He was hired to coach the next guy."
Just pray we will be in position to take Jaylon Smith and Caldwell pulls the trigger. He is the position personified. As the OP states it's a guy that can do it all. That is Smith, and not only can he do it all but he can do it all at a high level, which is a very important distinction. He sniffs out the run well, he pass rushes/blitzes well, and he can cover well. He hits hard and is fast. Is a good size for the position at 6'3'' 240lbs. And he can play virtually every linebacker spot if we need him to and probably take some snaps at LEO as well.
I think we're focusing too much on titles. Let's just find a guy who can run, cover and occasionally rush the passer. I'm pretty sure that guy will find playing time, whether it's in the middle, at LEO, OTTO or any other Germanic male Christian-named position.

I would love to see Scooby in a Jags uniform, he is a beast. It will depend on how healthy he is, to see how high he goes in the draft due to his ACL injury. He was predicted to go in the first round before the injury. We'll see. I like him in the third if he slips that far. Second if he a 100% and we didn't get a LB yet.

I am a big fan of Scooby Wright, the guy makes plays all over the field. He has the ability to get to the QB so I think he could handle the OTTO spot, but I think overall he would play better at MLB. That being said, if he is there in the 2nd, I would take him and let him play OTTO/LEO and slowly groom him to take over for Poz.

This article has a NFL exec comparing Scooby to Zach Thomas, which I think is a great comparison. Also it notes that Jacksonville has been in attendance for his games, so maybe Dave has an eye on him.
I haven't paid attention to college football this year as much as years past, but how would Jaylon Smith fit as an OTTO? Or does he play inside primarily ?

Some people here like him at the OTTO but I personally think he would be better suited in the inside. He's more of a lankier guy so that would worry me having him on the outside setting the edge. He is more athletic and can get gobbled up by lineman so his strengths would be better utilized in the middle but that's just my opinion.
You Otto look at all the prospects first before you make a good fit. See what I did there? Heh heh I'll be here all night!
