Just legalize it and subject it to the same constraints that alcohol is. It's no worse for you, and an alcohol-based DUI is no better or worse than a marijuana-based DUI. Big tobacco wants to keep it cooped up, and the "war on drugs" crowd that enjoys wasting billions of dollars per year on shiny new police equipment that makes it easier to strip us of our rights would sooner pay the cartels to beef up their shipments than let it be legalized.
