Let's accept your theory that the differentiating factor between the two is the type of bread. A hot dog bun, if made with hoagie bread, thus becomes a hoagie bun and vice versa. If a hoagie is indeed a sandwich, the distinguishing characteristic of a sandwich becomes the bread, not the contents.
Congratulations, you have completely invalidated the claim of the National Hot Dog Council and rendered their opinion irrelevant! The true governing body has to be the National Bread Council.
