I always felt this was a major problem that was swept under the rug during the campaign. Glad to see it isn't being ignored.
When I graduated in 2008 from my undergrad this program was being abused like crazy by nurse recruiters in the hospital. There were literally 'Filipino,' 'Indian (from India),' and even 'Korean' nursing unit educators who would 'place' a nurse (i.e. hire them on with H1B status) in exchange for a $3000 'donation.' This program was very much abused, one thing I will say for Obama, is that nurses were taken off the list at some point in 2011 or so because this stopped happening (H1B nurses).
The majority of nursing students in the Phillipines are doing nursing to try and go to another country (Australia and NZ, Canada are options too). These students literally pay to work for a year in the Philippines to get experience. So not only did this system cause abuses here, but it promoted them overseas as well.
