I want to believe at one point they actually were legally employed under a visa program and forgot to renew, making them illegal. Of course, it could very well be a stolen/borrowed SSN!
I've recently heard politicians saying things like stealing a social security number for work is not a major crime enough to warrant deportation.
Having been the victim of identity theft, there is not nothing minor about it. There is this entire underground economy that operates outside US taxes and we all pay the price for it. It doesn't surprise me that the government has no idea where the money went though.

The problem here is that they've broken the law twice. They broke the law by entering the country illegally, then broke the law by providing fraudulent SS numbers.
The "estimates" are flawed and not a fact. Illegal aliens paying into social security shouldn't be "thanked". They should be rounded up and exported.

I had the same question...
Basically... there is quite a racket in hooking up illegals with paperwork that passes the gloss over that most businesses have.
Fake SSNs, Fake Driver License, tax id numbers... they get all the info so the business they work for can say "hey I didn't KNOW they were illegal"
and the government gets to use them by getting tax dollars and medicaid and ssn payments...
I'm willing to bet a lot of illegals are paid under the table therefore paying nothing out and getting nothing back.
And some who do pay in taxes on their illegal jobs probably don't go and file for a return like this fella I work with...
The larger problem is that the IRS knows millions of illegals are using the SS# of actual American taxpayers. This is tax fraud and ID theft, yet the IRS will not pursue these crimes or even notify Americans when their SS# is stolen.

Sounds like most of the problem is bad paperwork or systems design and a small part is legitimate process that allows for payees without SSN's to manage benefits for others. Having worked for the feds before, I can very easily believe the systems need a serious overhaul. Meanwhile, over in the healthcare thread, 1 trillion is being pissed away. Yet only two other people have put forth opinions as to ways to fix the hemorrhaging of money involved. Sort of like having a gaping chest wound and saying oh, look, I have a hangnail!
