When we put a player on the practice squad can we be sure (barring injuries) that he'll be available to us if we need him?  Can other teams claim him?  And is this a common occurrence?

in other words, if Nick Marshall goes to the practice squad, can we be sure of getting him back if we need him?

Teams can sign other teams practice squad players.  Say bye bye to Marshall.  He's a hidden gem hall of famer talent.

There are no assurances as any team can sign any player off of another team's PS. There is, however, considerable hope that the guy will be there. For one, players on the PS typically do last. Sure every week you might hear of a claim somewhere in the league, but for the most part you don't see guys just disappearing right and left. For another, there's a rule that if you claim a player you must put him on your 45-man active gameday roster for the next three games, or something very close to that if I'm wrong. And typically if you have a guy on your active roster you want him to play. Marshall still needs some developing before he's truly ready to take the field, and teams will likely see this on tape and think twice about claiming him.

The only rule surrounding the addition of a player from another team's PS is that they're guaranteed three game checks, even if they're waived in less than three weeks. Generally speaking, though, yeah, if a team signs a player off of someone else's practice squad, it's because they need help at the position and want that person to play.
Doesn't the team he's on get a chance to counter the offer or sign them to the active roster?

I don't think so unless that's a new rule.
