It is saying that combined the 32 teams use on average 60 QBs a season.  That's how it reads.

It basically says that the 32 teams collectively (league wide) use 60 different QBs to start a game during a season.  It does not say "an average team (1) uses 60 different starting QBs in a season.

Choose one of those...or maybe two if we're extremely lucky. Just like every year almost everyone goes in expecting that the Jags are just magically going to get the top 4-5 players that hit the market. Unfortunately those pesky little things like 30 other NFL teams get in the way every time.

Wishful thinking is great as long as it's not the expectation. Nothing worse than that week after FA starts when everyone is bashing the regime cause we didn't get every big name on the market.

This is what always annoys me when people talk about signing pending free agents: wishful thinkers do expect their dreams to come true and bash the regime later. I am a realist and expect what is likely to happen, not what I want to see in 2016.
