New rules this season

This is weird: After Ohio State center Billy Price was flagged for running 10 yards downfield the penalty was reviewed. Mike Periera was asked about it and said a new rule this year is illegal man downfield penalties are reviewable and can be overturned if a pass is thrown and caught behind the LOS. What is the purpose of this?
