I think the jacket represents her macro view if her view of her hubby's prior infidelities.

The jacket was in response to the press criticism of her shoes in a previous goodwill trip.

We're coming up with all sorts of explanations about what this silly jacket meant, and I think you have to at least acknowledge that the people who say the jacket indicated that she does not care about the Immigrant children are just as reasonable and have just as much evidence as you have.
And after you realize that, you should realize that it does the first lady and the president absolutely no good for there to be this kind of ambiguity about what they wear and how they feel.
Another way that you should be able to arrive at the same conclusion is ask yourself how you would have felt if Michelle Obama had worn an identical jacket on an identical trip.

Well, since the only real policy position she's taken publicly was against her husband's immigration stance we can be very certain that she cares a great deal about the immigrant community.
