While you tend to blame the league for a lot of things in your posting, I think you are sort of right about this one.
(Even though I think Brissett isn't as bad as people want to believe outside of Indy)

The league absolutely wants to reward average QB play. It behooves them to do so.

Any given year you have, what, ten or eleven "good" or better QBs?  The rest are average or worse. 
Then by week 4 you may have 4 of those "good" group lost to injury. 
Now what?  How many quality games are being aired and filling seats?  Not enough. 
They absolutely want to facilitate offense and it's hard to blame them for doing so from a business perspective.
