They need to move Florida Coastal law school downtown so there is a constant flow of young adults down there. Similar to what Savannah did with SCAD.

That would certainly help. 
FC might not want to move.
UNF could open a downtown campus as well.  Orlando has begged UCF to do a downtown campus for 20+ years.  UCF were faking it for years, renting offices in random downtown buildings but not holding classes. They just opened up real university buildings last year, along with real student housing, but it's hard to see the impact now that there's a pandemic.
My fellow southpaw Mark Brunell will probably always be my favorite Jaguar.

I can see this being beneficial for hotels in the short term because the money they receive to house the homeless will take the sting off the drop in bookings due to COVID. Once the vaccine is in full swing and travel/tourism begins to increase, the welcome mat is gone. 

My biggest concern is once word of this gets around Jacksonville will become a homeless destination.
