Lincoln did not have to use any legal or constitutional process to send loyal soldiers out to hunt down Jefferson Davis and Robert e Lee.

There are no inconsistencies. Contributing to the conversation with occasional jabs between posters isn’t a problem unless it gets taken too far. The whole chain-of-command thing seems to have you confused.  Maybe this little secret will help....when the commander-in-chief issues orders, he doesn't actually speak directly to the troops and it's not done on twitter.
