Gas prices are speculative, meaning the price you pay today is not based on the cost of the fuel you are putting in your car that day. It’s based on the speculative cost to replace that fuel in futures. So when an administration shuts down a pipeline that was going to drastically reduce the cost of transportation it effects prices today and in the future.

here's an article on the subject that mentions much larger factors including money supply, and OPEC production rates. No mentions of pipelines in North America
