Yep, this has been a "thing" since maybe 2012 or 13.  (note it is actually from the Jag website)  There is an article that shows the whole shipyard project in renderings too.

Our State of the Art practice facility (two outdoor fields and one indoor) consists of the covered seating for we the fans to watch practices complete w/industrial overhead recirculation fans. There are two large ice bath and heated pools for quick physical recovery along w/an Awesome work out/excessive/weight room(s). Also there will be office space for ALL of the front office and coaching personnel. Literally all the the Jaguar business will come out of this facility including a Draft Room. 

Hopefully I didnt miss anything.

Not to look ahead too far, but domething I've been wondering about: the level of work needed for the stadium renovation would seem to mean the Jags would temporarily move home games for a season. So Gainesville or Tallahassee or somewhere else?
