Very much so.
If Williams is gone, they are likely the next best rated players.
I'd rather they trade down to select more picks, but replacing Jimmy Smith at WR1 after a decade of having no WR1 would be a welcome fix for this club. I suppose we've been without one so long some have come to expect us to continue that route. Finally replacing Jimmy Smith, and having that position solidified for perhaps the next 5-10 years, is very much worth the third pick.

Williams is head and shoulders above the rest in talent. If not him, I'd rather they trade down that pick the best available tweener. High risk with that crop.
DL is now logjammed. There's only one or two that are old, and they'll probably be cut due to the high numbers.

If Cooper somehow drops to #20 when the Jags trade with the Eagles, I'd pick him in a heartbeat.

It's never completely unanimous, with opinions varying. But Williams being the best player in this draft is as close to consensus as it was with Luck. It's part of the reason there's been really not much discussion about it. It's him, then everyone else. Without Winston there (who is more raw, elevated by the position) I'm not sure that consensus wouldn't be even stronger.
But then, there's always the draft day surprise. I doubt he'll fall from grace as Eugene Monroe did. I think he'll still be the first non-QB off the board. I just don't see anyone else being close.

As you state... you have to consider both.
I doubt given Bortles rookie season, and the fact a QB isn't likely to be the best player on the board, we'd consider it.
In other circumstances, you might. Say if Bortles had looked like Gabbert and Winston was on the board... certainly.
But this is an exercise in strawmen, anyway. The point is... we're not strapped to reaching for need.

Who Marks? Branch? Alualu? Jones? Davis? Most these guys are young and the rest are under 30 besides Clemons. Not sure what old means to you, but we have a young D-line in their prime and seasoned that had decent success last year. Odrick now on the team is a plus, so our D-line is in a great position to have a decent rotation and stay productive.
I don't disagree with you wanting to add Williams, he is a great talent, but I wouldn't call our current situation on the D-line OLD. As far as a LEO Branch is still on this team and before he got hurt he was making some decent plays.

If the team goes WR in the first, such an early round emphasis on receivers/skill players would not be unprecedented.
Dallas went WR in the first or second rounds in 1988 (Irvin, 1st round, 11th overall), 1990 (Alexander Wright, 2nd round), 1991 (Alvin Harper, 11th overall), 1992 (Jimmy Smith, WR, 2nd round), and 1993 (Kevin Williams, 2nd round).
I know Indy went skill positions in 1996 (Marvin Harrison), 1998 (Peyton Manning), 1999, Edgerrin James, 2001 (Reggie Wayne).
Pittsburgh did it during their runs of the 1970s and again in the 2000s.
If going WR at 3 means we signed Hardy at DE, I'd be okay with it.

Pretty sure Danny Shelton has a good chance of being the pick at 3.
