Gene didn't understand value and that was his ultimate downfall. Reaching for players that would've been available later in the draft and trading away valuable picks.

I think his downfall was spending most of his time scouting the smaller schools. I dont think he spent a lot of time scouting players at the bigger Universities for some odd reason. It was like he was always trying to find that diamond in the rough instead of just going with the more sure thing and player from the bigger schools.

NO, if Gene was able to actually pick stars then he would have been a good scout. None of the players he picked were EVER as good as he told us they would be. That is the Hallmark of a bad scout not just a valuation problem.
So in short, based on his poor scouting skills, he had bad valuation skills. Can he find you a role player or two? Maybe. But don't ever listen when he says such and such has a all-pro ceiling.

He did draft talent. Just not enough. His downfall was that he tried to be the smartest guy in the room, drafting small school guys that weren't really on par with the draft position.
There are quite a few players still playing in the league and having productive careers who were drafted by the Jaguars under Gene Smith.
Keep in mind that being a good scout and being a good GM are not really hand in hand. Anyone with a real knowledge of the scouting process would confirm that Smith was actually very good in that realm. He just wasn't suited to be the guy making the actual decisions.
Did he not trade up with all of first round picks?
