Of all the QB in the NFL, Roethlisberger really is the closest comparison, IMO. They may not be identical, but similar.
He has a lot of Luck mannerisms. Especially moving in the pocket.

While I am anything but unbiased, I really do think that Bortles has looked better so far than Luck did early in his career. If he can stay on the upward trajectory that he's currently on.. man....

He had a team.they dropped a ton of his passes and probably wouldn't have been anything without him. there's a reason all of them are going undrafted or in the 7th round while Bortles is a top 3 pick.
