My initial thoughts:
-Notre Dame is way too low.
-Georgia is too high. Top 10 job, but not a top 3 job.
-Oregon IMO is a top 11-15 job, but not a top 10 job.
-FSU at the very least should be #10.
-Oklahoma is too low.
-I don't think Florida is the top job, but it is definitely top 3.
I think there are a handful of jobs (Florida, Texas, USC, Alabama, LSU, Ohio State) that you could put it in a bag and shake up and pick the best one and never be wrong.
What's the criterion for "Top" job? Is it job security? Talent availability? Booster support? Fanbase size? Fanbase patience? Fanbase knowledge? Facilities?
This just seems like it's based on some random stuff that doesn't apply from one program to another.

The list didn't give what the criterion was, but I'm going to assume it's based off of money/resources, location, facilities, recruiting pool, winning, etc.

Notre Dame isn't a good job. There are too many academic restrictions to get consistent top level talent. Their administration won't budge.
Oregon is a good job for the right coach. Nike brings a lot of power.
I think Florida/Texas/USC is a toss up for the top spot. Both prime recruiting grounds....but I would give the nod to Florida. The talent here, in my opinion, is second to none.

That sounds about right. The amount of cash poured into the top programs makes a huge advantage for them.

Yep. College football has turned into an arms race. If you don't have money/resources, facilities, and can't recruit, you're going to get left in the dust. It's a shame too, because money is causing us to lose some great rivalry games.

The top job imo is the one that pays the most. Right now, that would be Alabama.

Texas can easily match Alabama when it comes to paying a coach's salary.

I guess it all depends on what you want. A school like Florida would be great for the chance to win. But the pressure is insane and the fans arent reasonable. Personally I'd rather coach UGA. All the perks of Florida but the fans arent quite as fickle. And Athens is a better town than Gainesville.
Personally I'd rank a school like North Carolina much higher. Great facilities. Tons of money. Great town. Quality of life would be awesome. Pressure isnt there. Winning 8 games isnt an automatic firing like it is at Florida or Texas.
Same with Virginia. Even VaTech. Beamer has it made.
I guess I'm more about quality of life than winning national titles every year.

But you have that pesky state tax in Georgia that you don't have in Florida. That is a decision maker sometimes on where you want to go.

Thats true. Although once you make this kind of money, taxes would be more of an annoyance than a deal breaker for me.
To add to my list I think Stanford would be a great gig. Again, no pressure. Great town.
Also Colorado. Actually CU would be much higher on my list. 7-8 wins a year and you've guaranteed yourself 10 years. GREAT city. You play in the Pac12 so you've got some cool road games. Recruiting would be tougher. But you just spend all your recruiting time in California and Texas and pull kids from there. Boulder isnt that hard of a sell. The only real downside to CU in my eyes is the trouble your kids could get into.

It's kind of sad what happened to Colorado football.
Bill McCartney had Colorado rolling in the late 80's and into the 90's. He won because he recruited the hell out of Souithern California. He would go into the worst neighborhoods of LA and San Diego and get great talent to Boulder. Now, it's a stronghold of USC, UCLA and Oregon. Not sure they will ever be competitive again.
