Plenty of teams have traded up for plenty of positional players that aren't QBs over the years.
Dallas traded up for Emmitt Smith.
The Vikings traded up for Randy Moss
The Falcons traded up for Julio Jones.
Just last year the Saints traded up for a DE and the Steelers traded up for Devin Bush-a LB.
I think people are referring to trading up in the top 5 which is extremely rare.

They interviewed Goodell on NFL Network, and he said he was going to get booed like always. He said it was traditional.
It would be cool if Goodell came out to silence and reached over and flicked a switch to turn on the boos.

He has tried to handle the boos well, but hasn't been successful. But with the thing where if you upload yourself booing Goodell they will donate money to Covid-19 related stuff, and doing what you suggest, Goodell would earn cool points with me, though I still don't like him much.
