He sat on the FA shelf for months and got cut by the phins

There's likely a reason he isn't a hot commodity. 

His preseason weeks one and two combined for 4 carries and negative 2 yards.

To me this feels like they're not sure about Lance. Why would you keep a guy who is arguably better than your starter when he's healthy?

We was a good pickup last year for the Rams when they went on their run to a SB win.  he averaged over 4 ypc.  The Dolphins might have had [BLEEP] at oline when he was playing, i didnt watch much of their preseaon.  Id put in a claim

This is the biggest reason, we dont have a deep RB room right now.

They def are not all in with Lance. He's not very good yet. SF won't hesitate to use the hook if he struggles. They have a SB caliber team, except for QB.

This. Our RB room is really sus this year with 2 guys coming off of major injuries. I'd be on the phone with his agent ASAP.
Just think if the 49ers took Jamar Chase instead of Lance. They likely would of beat the Rams in the playoffs last year and a possible SB win

Danny Shelton released. He said he picked the Pats over us a couple weeks ago. I wonder if we try to get him now

my guess is that either they didn't get valuable offers from anyone not in their own division, they understood that releasing him likely meant he ends up starting for division rival, and they basically have a realistic insurance plan if Lance stinks or gets hurt. This is still a playoff caliber team, so a short term sacrifice is justifiable to ensure that one injury doesn't ruin the entire season outlook.

I might put in a claim for Davis as well.

Jarrad Davis is a vested veteran,  hence not subject to the waiver claim process since it's before the NFL Trade Deadline. 

 I certainly wish him well. Davis is a natural leader,  with very good physical tools and effort. Unfortunately,  his football instincts aren't close to the rest of the package he brings to the table. 

Davis is worth a look on the Jaguars Practice Squad, if he doesn't get any 53 man roster offers he likes.  If Davis is added to the 53 man roster and sees game action in the early going, it probably would be mostly as a backup edge rusher.
