They still have the power to arrest people while "off the clock" or "Off duty" or whatever people want to call it...My point being, that the "off duty" cops who are working as security at numerous private and public events such as concerts, car races, bars, football games, et.al can still arrest anyone who is breaking the law at any venue (inside their jurisdiction of course)
