Just what was the FBI doing involving itself in a local criminal matter?

Theodore Deschler's family believes the Tennessee veteran was unarmed when FBI agents shot him dead

The family of a disabled veteran that FBI agents killed during a pre-dawn raid is demanding answers, saying law enforcement hasn't justified the raid or explained why Theodore "Teddy" Deschler was shot.

An FBI SWAT team descended on Deschler's Henderson, Tennessee, home on Aug. 16. About 15 minutes later, the 45-year-old veteran was shot dead, WBBJ reported.

It's not that unusual for the FBI to help out local law enforcement. So far the only information available is from the family who are understandably upset.

Aiding local law enforcement is literally one of the FBI's primary functions. 

Domestic Intelligence
Aiding other federal, state and local agencies' investigations. 

That's what comes up in every search.  

Remains to be seen if they screwed up on this one or not.
All the article has is a family member saying "you couldn't see anything for the smoke/gas" followed by "you could see he wasn't armed" 

Which is it?
