Every investigation is going to generate documents that are not meant for public consumption. Meeting notes, negotiations, etc. Business as usual would be that the Democrats hand over those types of documents to the Republicans and trust that the Republicans will maintain discretion. The Democrats don't trust the Republicans to do that in this case. Nor should they.

This hasn't been business as usual on either side for a very, very long time. The new business as usual is backstabbing, grandstanding, fighting and gnashing of teeth.

They don't know, the files themselves were recovered but they have requested all passwords.
The next step will be to break the encryption or passwords, not exactly sure what is left.
