So what's the real story here? I am reading that the law required Biden to sell it off, and that Texas has gone to court to stop him from doing that. Is that about it?

It could just be an effort to reduce government waste.  I would guess that, in the middle of 2023, the Republican lawmaker who put this in the Defense Authorization Act wasn't thinking that the materials would ever be used for their intended purpose and decided they shouldn't just sit there rusting when we can get some money for them.

Yes.  This entire thread, which was completely based on a false assumption and misinformation, could have been avoided if Biden had not stopped construction of the wall in the first place.
