It could just be an effort to reduce government waste. I would guess that, in the middle of 2023, the Republican lawmaker who put this in the Defense Authorization Act wasn't thinking that the materials would ever be used for their intended purpose and decided they shouldn't just sit there rusting when we can get some money for them.
