I suspect there's someone in the production room with a Simms Madden commentary soundboard and they simply hit the wrong button.

lol Simms is a clown, I never noticed it before until he did all the TNF games, half the time I think he speaks just to stay awake, because I'm about 90% certain he get's hammered in the booth.
