I get the premise behind the penalty, but I hate the designation "defenseless receiver." They should just make it "helmet to helmet." That's the actual crux of the call anyway.
It's up to the defender to make the play w/o going helmet to helmet. He can still hit this supposed "defenseless receiver."

I tend to agree.
There was an earlier hit I thought the would call, but didn't. Even the tackle from behind probably had them with their hands on their flags.
Wouldn't surprise me if, "in the name of safety," that all questionable hits become an automatic referee review sometime in the near future. That they can call or reverse a penalty after reviewing the play.
