Listening to the Jaguars talk about their defensive scheme, it soon becomes apparent that it's largely predicated on having an ideal LEO and OTTO in place. Their defense has struggled mightily at times this year as they haven't really had an ideal player at either position, although they do seem to feel that Fowler will be their ideal LEO next year. Skuta has done ok transitioning into the OTTO role, but it's tough to see he's the perfect OTTO.
I know some of you already have an idea who this might be, but before we name potential prospects, let us put our heads together in order to define the perfect OTTO for the Jaguars scheme.
What we know is that this is the OLB opposite the WILL that in a typical 4-3 would be the SAM LB. It's a similar role as a SAM, although it also involves coming up to the line on the TE side and blitzing more. An ideal OTTO takes on the TE both when pass rushing and in coverage, so he needs to have both size and athletic ability. You might say he's a mix between a 4-3 SAM and a 3-4 LOLB. Playing on the strong side also means he has a key role in run game and has to be an exceptional tackler. But moreover, what distinguishes the OTTO from a typical SAM is that he's said to be around the ball a lot becoming more of a playmaker (forced fumbles, etc). Basically, it's a position that has to do it all.
Did I miss anything here as you see the position? Do you have any other thoughts on what it takes to master the OTTO role?
After covering all this, we can discuss what prospects truly fulfill this role.
I'm not sure if he'll come out considering his injury riddled season, but Scooby Wright comes to mind as someone who could really flourish at the OTTO position. At 6'1" and 246, he's about 20lbs lighter than Skuta, but we should be looking to make this defense a bit faster and I think his smaller size would actually be beneficial. Wright was third in the nation in sacks last season (15), first in total tackles (164), and first in tackles for loss (31). He had a knack for creating turnovers (5 forced fumbles) as well. From what I've read on him and seen in limited looks, he seems to be good against both the run and the pass. I believe he's someone who could play the OTTO on first and second down and instead of coming off the field on 3rd down, he put his hand in the dirt as a pass rusher in our lightning package.

The OTTO position is just a 3-4 OLB with a fancy name attached. That's really all there is to it. When looking for a successful OTTO, look at the faster 3-4 OLB prospects out there to find your guys.
It's kind of interesting reading the Hawks board compared to here. They have a discussion about if Irvin will come back and they say in their defense if there's one LB you don't have to pay big money to it's the SLB. They say you can get by with a 500k guy. All he needs to do is set the edge and roll into the flats.
I think a lot of people here are putting too much importance into the Otto role.

Sort of, but he also has 4-3 SAM duties so if you're thinking 3-4 OLB prospects that's fine provided he's a a bigger prospect
(a 225 lb guy won't do the trick)
and can cover TEs.

That would work, although LT would rush opposite the TE, and that's virtually all he did; you'd almost never see him in coverage (at least you don't on his highlights). An OTTO doesn't blitz all the time which is why he's not exactly a 3-4 OLB guy. I seem him as a 4- 3 SAM capable of blitzing more.
This defense certainly is not predicated around our current LEO and OTTO, but if they actually had their ideal guys in place there I'm thinking we'd see an entirely different defense where they stand out quite a bit more.
Am I the only one that thinks Von Miller would decide to suck once he comes here? I've always hated spending that much money on FA's, and almost all of them never play up to their contract.
In this draft class, I like Joshua Perry - Ohio State for the Otto position.

Would love to have Von Miller, but we said the same thing about Julius Thomas.
Free agent signings never get me hyped anymore. I hope we draft a guy that can man that OTTO spot. If they feel Fowler can be the LEO, then they need to add a good pass rusher on the other side.
However, just like Caldwell was last year, the Jaguars will be very active in free agency again.
