It is all about the passes on plays that are not negated by penalties. Often people call it a passer rating. Any player who attempts one pass is eligible to get one.

 

I do know throwaways count as incomplete passes and statistically, it makes no difference to number crunchers whose fault it is a pass was intercepted.

Passer rating and QBR are two different stats.
Didn't he lead two potential game winning drives against Indy? (with a big play from Yeldon) only to see two missed field goals (technically 3 if you count the icing timeout that was called).
