The innovation was realizing the Shuttle was flawed concept that was never going to be able to do what it was intended to do. The idea of combining manned spaceflights with putting satelittes into orbit is nice but it just results in a craft that can't do either well and is overweight and unable to reach anything other than Low Earth Orbit.
