It's obvious from this draft and free agency that Caldwell, Bradley, Fisch, Sullivan and basically all of the new staff are more invested in the new regime's evaluation than they are in whatever leftover scouting staff remains.
The scouts that were kept last year mostly have solid credentials, but with the number of regional and senior bowl players selected -- it seems clear that Caldwell gravitated to players that he or his closest staff evaluated -- over some similar players scouted by leftover regional scouts on staff. This is not to say that the remaining regional scouts aren't solid and safe in their jobs -- but it suggests that Caldwell and company wanted to roll the dice of this crucial portion of the rebuild on players that he or his closest confidants were sold on. The wildcard is Bortles. But - Caldwell made it clear that nearly every scout and coach had him ranked as the top QB on their board. As the draft went on - it would appear that Caldwell leaned toward lots of local players. Guys that he or his staff close to him got to see and evaluate. Morris is an obvious Fisch guy that makes sense as the new #3 developmental QB. I'm cool with that. I imagine next year we may see a few scouts move along as Caldwell now has a clear evaluation of their abilities and want to trust them all as much as he did the people he trusted more this year.

This kid is actually a pretty good developmental prospect. In a perfect world I'd like to have a veteran backing up Henne. This way if Henne gets injured, the franchise isin't thrown to the wolves before he is ready. I want Bortles to have 2 training camps before taking the helm. Let Matt Scott and Stephen Morris compete for the practice squad roster spot and be the scout team qb. Since Scott was a practice squad player, he should be eligible for the rookie camps.
