How would the Bills get in if the Chargers win, the Ravens lose, Titans lose?

I'm confused by that...if everything holds on and if the Ravens lose to the Bengals, the Titans beat us, the Bills beat the Dolphins and the Chargers beat the Raiders....

Why are they saying then that the Bills would be the 6 seed? Why would it not be the Chargers then because the Chargers beat the Bills earlier this season? All three teams between the Ravens, Bills and Chargers would be 9-7 so why do the Bills get the tiebreaker especially if the Chargers beat them earlier this year? What tiebreaker is used for this?
