Could they have though? Wouldn't Arob have to pass a physical or is there a way around that?

That's up to the team that is trading for him. They would know he was coming off an ACL though so as long as that was the only thing, and that he was on schedule in his recovery like all reports say, then I doubt it would have been a hindrance.

Different situations...

1. ARob is damaged goods, Landry is not

2.  Landry has been the more consistent player 

3. ARob would have to agree to sign the tag

4. In addition to draft pick(s), the other team would have to be willing to commit to signing ARob to a long term deal with 16 mil per average as the starting point

A lot to risk especially when you’re dealing with rollover money and not actual cap space.
