Maybe she should put more effort into that comment and dig down deeper to the root cause. Perhaps look to the left and right while sitting in that ivory tower.

Q1: What is a government?
A1: The government is the entity that has a monopoly on the legitimate use of force to settle disputes

Q2: Why do we have a government?
A2: Without a government, small disputes will devolve into a melee of everyone against everyone else.

Q3: What if more than one person thinks that they should be in charge of the government? What if more than one is strong enough or well known enough to claim the right to lead?
A3: We can settle that with an election, or a civil war.

Q4: What if we voted, and lost?
A4: Unless you think that the ballot box was stuffed, that means that most people don't agree with you, and that if you fight them, they will fight back, and you will lose because they have more people than you.

Q5: What if they don't let us vote?
A5: Grab what weapons you can, and resist. Hopefully all you have to do is disrupt the economy, block some roads. Hopefully no one gets hurt.

Fortunately in America we've only had to look at questions 1 thru 4 ever since the Voting Rights Act passed. But that wasn't so long ago.

Yeah because rioting (violence, looting, debauchery) is a much better option than protesting (objection, disapproval, dissent).

Girl just loves to incite hate and discontent.
