The NFL I thought controlled the headsets automatically. I'm sure there would be a way to stop that, but it would be hard to prove unless you had the QB side of the transmission.

That part I don't know how it works. I imagine that you are correct in that it should be automated and tied to the play clock. However, that system is still maintained and operated by the home team's ground crew. Just going by what I know from my friend, they are pretty much nowhere near the team(s) except for perhaps on game day should there be an issue with the system. He has told me about having to go and replace a faulty headset in helmets before, but each player that has one has a backup helmet immediately available. There are 10 kinds of people in this world. The NFL Game Day Coordinator of Communications is in charge of the system. The comm system auto shuts off with 15 seconds on the play clock. The home team has nothing to do with the communications except set up. The league coordinator sets the frequencies in conjunction with the FCC, they test the system, and they manage the system during the game. If your friend does actually work for the jags in this capacity, he should know this. .
