Andrew Cuomo won't face criminal charges stemming from allegations from two women — including a state trooper — that he planted unwanted kisses on their cheeks, a suburban prosecutor said Tuesday. I’m sorry, but getting kissed on the cheek isn’t an assault. In a lot of cultures, it’s a normal greeting. Unless he licked the side of their faces or grabbed a handful of [BLEEP] when he did it, it’s not sexual assault.

A lot of it would depend on if it was repeat behaviour and he was previously rebuffed by them. The case of the police officer was pretty creepy tho; asking if he could kiss her like getting her permission would make it ok. Really, though, how many of us kiss our co-workers of the opposite sex on the cheeks? it's really not necessary or welcomed in today's workplace culture. Unless you were the host of Family Feud in the 70's or something. Full mouth-on-mouth back then.
