It's not clear from the article whether the people who got released killed 150 people and then got released, or whether they got released and then killed 150 people.

True, but there is a difference. A) Suspect is released and then kills someone. Or, B) Suspect kills someone, is arrested, and the judge decides he's not a threat to kill anyone else, and releases him without bail. A lot of murder suspects get out on bail.
