As a GM, I don't read online boards; I listen to my scouts and my gut, taking the player I like where I think he fits the value board. If I really wanted him I could've just taken him in the first but if we can get that value way down the board and still get him that would be icing on the cake.

In your specific example I would see if I could move down and still take my guy, if I couldn’t find the right deal then I would just take him at my spot. I would take the higher ranked guy who fell in either case. I would take a big man over a little man in the "I need both equally" scenario because I always need bigs more than littles.

It is amazing no one is actually willing to just answer the question.  Except caldrac he was on point as usual.  Mikey got close, but used the just wish for more wishes answer.

It's kind of obvious, if you are hired as the GM then you better have enough insight and confidence in yourself to go with the player that YOU have on your board and not what the mock draft boards are stating.  That said, if you do see a consensus of mock drafts slating a player in the 4th round that you have slated in the 2nd round, perhaps you need to reanalyze the player as a sanity check to ensure you didn't miss anything or place too much value in one skill like the Tebow 3-cone drill.

Our former GM, Gene Smith didn't give a crap about other mock drafts as he sought to find the needle in the haystack from small schools (which absolutely was a failed strategy).  Conversely, Dave Caldwell placed too high of a value on players with great skills that suffered through injuries in college.  In our current case of Baalke, based on his past history of round 2 and round 3 selections (as shown below), he may want to revamp his draft strategy in those rounds.
