Basically China produces the ingredients. Ships them to Mexico where the drug is produced and smuggled into the States. They sell the drugs. Deposit it in a Canadian bank in the States then the Canadian Bank launders the money and gets it back to the gangs and China. (Note US banks and financial institutions are not allowed to operate in Canada as a trade barrier much like a large percentage of good and services there) This story has not really been publicized by the media. According to that article, employees at the bank were deep in the bribe game benefiting drug dealers which resulted in the fine but you have provided zero proof Canada is.
