1. Jaguars QB Blake Bortles (82 overall) over Giants QB Eli Manning (81 overall) There’s just no explanation for this. Outside of scrambling, is there anything — ANYTHING — Bortles does better than Manning? Eli is has the higher Football IQ, just as good of an arm and better accuracy, on both short and deep throws. The Giants signal-caller is a borderline top-10 quarterback in the league. Bortles is just barely cracking the top-20. Again, there is no explanation for this one.
