Whoever scouts receivers for that team needs a massive raise in pay.


Even going back to the early 2000s they've had guys like Burress, Ward, and Randel El. Then Sanders, Brown, Bryant.


I'm probably missing a few.

A receiver usually can't develop without a good QB.  And it helps tremendously when the QB buys a lot of extra time like Big Ben does.  That goes both ways though.  Green Bay seems to always have a plethora of receivers as well.

 

The team that comes to mind that doesn't draft WRs all that well but is always successful is New England.  They've made up for it by acquiring good WRs in free agency and drafting Gronk.  Hernandez looked like he would have been another beast TE but apparently he was more of a real life animal.  Indy with Manning always seemed to draft relatively well at the WR position too.

 

In short, the teams that routinely draft good receivers have stability and quality at the QB position.  Then you have your teams like Houston who drafted Andre Johnson and just were never able to get the right guy to sling the rock around.  You didn't see Houston's other drafted receivers ever showing the talent that Andre did or anything even close to it.
