Were the Jags out of time outs?

 

They didn't seem to be in a hurry to move down the field and try and score a touch down.  It seemed like they were content to score a field goal before half time.  They didn't even once spike the ball.

 

What happened?  Sorry if there's an obvious answer.

This team plays to not make mistakes, therefore they play tight and way too conservative.  That is what happened.
