To me it's:
G TE LB depth Really the two glaring needs are G and TE. After that it's subjective to how you feel about players. I like Bortles, so QB depth/comp is not quite as high for me.

It depends how you look at it. Blake is average, we have some positions with players who are below average. If you're looking at it purely like that then QB could be 3 or 4 on the list after TE, G, maybe nickel.
If you look at it as which upgrade would help put the team over the top then the answer is resoundingly QB. I can't see making an argument otherwise. Going from average to above average or even good at QB would have a far bigger impact than going from straight up bad to good anywhere else. So my answer would be: 1. QB 2. TE 3. RG

2 - RG 3 - WR1/Volume WR 4 - TE 5 - RT 6 - ILB 7 - QB 8 - FS 9 - SS 10 - CB Go sign Jarvis Landry in free agency and call it a day. Draft OG Will Hernandez in the 1st. Draft Frank Ragnow in the 2nd or 3rd and move Brandon Linder back to OG. Draft Dallas Goedert in the 2nd or 3rd as your move TE. I think we go all offense, that is where most of the needs are.
TE OG WR OT CB DT I gave 6. We really need some young run stuffers on the D line, we need a guy to replace Colvin, and the O line needs depth/guys to come in and push Cann out of the starting lineup. We could use a good swing tackle too for depth. WR is an issue, there is a small chance Lee and Robinson are allowed to walk. Find a young WR who can come in an contribute. OG is easy enough. You have under performing guys at OG, Cann is not very good. Bring in a 2nd round OG and get him off the field, we need a nasty OG. TE should be our 1st round choice, that or a QB if one falls. We could use a young receiving TE to open up the pass offense more effectively.
I think the top priority should be to bring in some talented offensive linemen in the draft. I am talking about high level players that can be developed. I would be happy if we drafted 2 guys with our first 4 picks. We have depth on the line, but need to upgrade the overall talent of the unit.
A developmental move TE could be gotten in rounds 3-5. I could see the FO signing a Veteran FA to fill the NB position. A veteran guy on a prove it deal who would like to play with this defense. A young developmental QB with some upside is also needed.
Respect the game. Play with a sense of urgency.
1.) Take care of the ball. Win the turnover battle. 2.) It's all about 3rd down. Win on 3rd down to win the game. 3.) Playmakers make plays.
