2 TE sets to become the jags offensive focal point?

Yes.

Personnel wise, that is a run package.  Defenses would seemingly employ run defenders to counter that package.

But generally, those bigger front seven guys would not be as good in pass coverage, and could be exploited. 

If a defense counters with more defensive backs, they become susceptible to the run.

The interesting thing about that is how the Patriots utilized 2 TE sets.  They didn't seem to utilize the running game much out of them. 

They seemed to use Gronk and the guy from Florida to dominate in the passing game.

At least that's my impression/recollection of them during that time.  Hopefully the Jaguars will approach that level of offensive skill, whether in 2 TE sets or otherwise.
