I can't speak for the thousands of shirts that are being worn as reflected above, but the Policy is very discretionary which places the judgement in the hands of the school. I don't disagree that there may be partiality in their judgement but the school will win this case if it ever goes to court. Same thing, the school likely knew they didn't have grounds to stand on to suspend him outright so they let him make the choice himself and then suspended him for it.
