You, I and many others see it that way. Apparently his teammates don't see it that way (at least at this point). He is clearly not a leader and clearly not a "captain" of anything.

If Marrone had any balls about him, he'd tear it off.

That's not Coach Marrone's place. It's up to the team. Accountability falls on everyone's shoulders, not just the head coach. If Coach Marrone did such a thing he would be declaring a dictatorship. He is right to let the TEAM decide if a change should take place.

I think this team has way too much youth on it. Both sides of the ball could use some real veteran leadership

I highly doubt someone is going to drop a hard R from the stands surrounded by people so loud that Fournette could hear him.

Seems more plausible that he thinks this excuses his behavior in a lot of people’s eyes. Either way pretty stupid to get into al altercation with a fan. No wonder Jalen wants to play for the Titans, the entire Jags team is SAWFT.
