They did get a bit better about letting those plays go and then reviewing if it was a real TO/down. They still need to get much better and consistent about it. Essentially there needs to be a clarification of the "down by contact" rule. The problem is the refs always blowing the play dead and not letting them run it back, which is automatically reviewed. Instead, they call it down and players stop playing except the guy with the ball a teammate or two and maybe one guy on the other team. It's so subjective and some contact is OK but not other. I just wish common sense could prevail. I also wish refs could be smart enough to see when a player is just trying to initiate contact to draw a flag and not throw a flag. The Rams knew the refs were reluctant to throw a flag and end the game so they took the chance with PI and the refs luckily swallowed a whistle and ended up deciding it that way. I actually disagree. I think crews this days are short staffed and need at least 1 more person the field. Real eyes are still better than cameras is properly prepared. The argument, not that I like it, is player safety. They don't want players getting injured on plays that should have been whistled or don't count. I can think of 3 seasons where the league was going to let things go but by January the refs will blow plays dead when they want. Refs are needed for certain calls on plays that are subjective like holding calls as well as policing certain things that happen on the field like breaking up fights. I think most of the reason they are as heavily leaned on is to maintain the pace of the game. so I doubt there is a situation where you completely get rid of them. But some things need to be reviewed because allowing their decisions to dictate to outcome of a game cannot happen. Whether it is catchable, whether the DB was playing the ball, and whether the contact inhibited the ability to make the catch can be subjective. though I still think you can lay down guidelines to make them more absolute.
