In terms of legislation, Biden is pretty much a non-entity. He was credited with crafting a bipartisan compromise that pretty much ended forced busing in the mid-70s. But he is not proud of that now. The other one they credit him for writing, the crime bill of the mid-90s, he was very much following the lead of Bill Clinton. he was able to get seats on judiciary and foreign relations mostly due to seniority. But while he was there, he was quotable and influential. He certainly wasn't the most important or impressive senator, but neither was he the least.
