I don't get all this "little upside" talk. He is the most Pro Ready but can still get better! IMO this makes him the best guy in the draft. Footwork, Reading defenses, and strength are a few things he could be better at. And with proper NFL training he could reach that higher level.
Regardless I hope we draft Mack/Teddy or trade back.

Teddy really seems to have some important skills that take longer to teach (Usually). Pocket presence, check down ability, Accuracy on the move, pre snap defensive reads. All which will be tested against NFL defenses, but at least he has the experience.

It's difficult to say the same would have happened had he started right away...he could have ended up like Brady Quinn. Alex Smith isn't that bad now either. If Rodgers was thrown out there like Gabbert was from day one as a starter, who knows what would have became of him? Theres equally a chance he might have flamed out. All we can do is speculate at this point.
