Just for clarity's sake, the report does not say they are going to censor text messages, it says they are going to counter the misinformation that is spread by social media and text message. There's a pretty significant difference between those two actions, but please, do carry on with the hyperventilating and bloviated masculine posturing.

Not a lawyer, but I don't know how this could legally be done, as this typically requires a court order or subpoena in order to view someone's cell phone records.
